Migration question related to decision tables

Hi,
While migrating projects which refer to decision tables, i find that the decision table instance file is copied to all the project folder which are using the decision table.
This is done by the migration utility.
I guess this might not be a good practice and there should be a way in which the decision tables can be seperated from the general project folders and the projects which are using the decision table should refer to the repository or the file base.
Please do drop in your suggestions..
